תיאור תפקיד:
Senior relocation position in Southeast Asia, acting as the principal technical lead for Phase 1 (Inception) of a landmark greenfield railway project under a PPP framework.
Key Responsibilities:
Prepare and manage formal qualifying documents and Letters of Intent for government authorities.
Establish project management structures, procedures, and document control systems.
Lead the procurement and preparation of comprehensive Feasibility Studies (Technical, Financial, Economic, Environmental, and Social).
Manage the selection of international consulting firms, including drafting Terms of Reference (ToR) and Requests for Proposals (RFP).
Coordinate with national transport agencies, the PPP Center, and regional authorities to navigate regulatory milestones.
Develop route alignment options and synthesize technical data baselines (topographic, traffic, geotechnical)
דרישות:
Bachelor’s degree in Civil, Transportation, or Railway Engineering (Master's preferred).
Minimum 12 years in infrastructure engineering, with at least 7 years specifically in railway or urban transit project development.
Solid knowledge of PPP frameworks, ICC Guidelines, and the PPP Code.
Full Professional Proficiency in English is mandatory for all documentation and communications.
Proficiency in railway engineering fundamentals (alignment, systems, stations), project planning systems, GIS tools, and financial modeling review.
