תיאור תפקיד:
We are looking for HSE Manager (Owner’s Engineer) that will be responsible for ensuring that the EPC contractor and all project participants comply with the highest health, safety, and environmental (HSE)
standards throughout the power plant project. Acting on behalf of the Owner, the HSE Manager
provides oversight, audits, and technical guidance to safeguard worker safety, environmental
protection, and regulatory compliance during the construction and commissioning phases.
Main Responsibilities:
· Act as the Owner’s representative for all HSE matters, providing leadership and direction across the project.
· Review and approve the EPC contractor’s HSE plans, procedures, method statements, and risk assessments.
· Monitor and audit the EPC contractor’s HSE performance to ensure compliance with project- specific requirements, local regulations, and international standards (e.g., OSHA, ISO 45001, ISO14001).
· Conduct regular HSE inspections and audits at site, issue non-conformance reports, and follow up on corrective actions.
· Participate in HSE meetings, toolbox talks, and incident investigation reviews.
· Interface with local authorities and regulatory bodies as required.

· Bachelor's degree in occupational health and safety, Environmental Science, Engineering, or a related field.
· Recognized HSE certifications (e.g., NEBOSH IGC, CSP, CMIOSH, OSHA certifications) required.
· 8-10 years of HSE experience in major construction projects, with at least 3 years in a leadership
role on large-scale projects. Experience on power plant projects (CCPP, coal, solar, wind, etc.) is advantage.
· Strong knowledge of local labor laws, environmental regulations, and international HSE
standards.
· Strong leadership, communication, and interpersonal skills.
· Ability to influence and drive a strong safety culture across all levels of project organization
· Experience working on EPC or Owner’s Engineer (OE) projects is highly preferred.
· Ability to work in multi-disciplinary teams and across cultures.
· Fluent in Hebrew and English
